A Framework on Early Warning for the Prevention of Mass Atrocity Crimes

Office of the Special Adviser on the Prevention of Genocide (OSAPG)

Background paper and Seminar Program for “A Framework on Early Warning for the Prevention of Mass Atrocity Crimes”, Phnom Penh, Cambodia,  5 November 2010

The Office of the Special Adviser on the Prevention of Genocide (OSAPG) was established in 2004 by the Security Council to collect existing information on massive and serious violations of human rights and international humanitarian law of ethnic and racial origin that if not prevented or halted, might lead to genocide.  In this regard, OSAPG works closely with the United Nations, Member States and the rest of the international community. The Special Adviser acts as a mechanism of early warning to the Secretary-General and through him to the Security Council and make recommendations to prevent or halt genocide.

In 2009, OSAPG designed and has been implementing a series of specialized seminars on genocide prevention and has actively participated in training activities for UN staff, government officials, non-governmental organizations and civil society organizations.

OSAPG, in collaboration with the International Coalition for the Responsibility to Protect (ICRtoP) and the Asia Pacific Centre for the Responsibility to Protect (APC-R2P) is organizing a one-day seminar “A Framework on Early Warning for the Prevention of Mass Atrocity Crimes” which will bring together government policymakers, NGOs and civil society representatives from Asia on 5th November 2010 in Phnom Penh, Cambodia.

The objectives of the seminar are:

The seminar employs interactive learning modalities, including lectures and group discussions.

The seminar would cover the function and methodology of the UN early-warning system and existing regional systems on mass atrocities; a socio-historical approach to understanding the process of mass violence; the legal framework and socio-political science approach to preventing and responding to the possibility of genocide and mass atrocity crimes anywhere in the world.

The draft program, session outline and objectives are attached.
